Export

As soon as a horse is transported over more than 65 km for commercial purposes (sale of the horse, outdoor service, competition or show, etc.) it is compulsory , in France, to have the CAPTAV (Certificate of Professional Aptitude for the Transport of Live Animals) and a Type I or II Transport Authorization depending on the journeys being made.

In short, this concerns professional breeders but also individuals who sell their foal of the year, for example.  

Captav

This is a certificate which gives the right to transport live animals when the transport is over 65 km and has a commercial vocation.

The CAPTAV / CCTROV is attached to a natural person : the conveyor. The latter is the person directly responsible for the welfare of the animals and who accompanies them during their transport. The attendant is not necessarily the driver of the vehicle.

Two possibilities to obtain the CAPTAV:

  • Possession of a diploma, title or certificate within the framework of agricultural studies, in particular

  • Training certificate

Several training courses are offered on French territory, generally supervised by the IFCE.

This 2-day (14h) training presents all the regulations related to transport and the responsibilities of the conveyor. It also aims to prevent accidents and identify pathologies linked to transport.

 

The training alternates theoretical and practical contents :

  • Transport regulations

  • Administrative organization of a trip

  • Approach to the concept of horse welfare

  • The veterinary pharmacy

  • Transport, pathology and first aid

  • The foot : points of vigilance in case of transport

  • Identification

  • Preparing the horse for transport

  • Loading

At the end of the training, the candidates are evaluated by an online MCQ, set up by the DGER. Successful candidates receive a training certificate with the score sheet.

It can be financed in particular by Vivea for MSA contributors.

The certificate is then issued by the DDPP or DDCSPP  of the department of residence of the conveyor.

To obtain the CAPTAV, you must send the CAPTAV / CCTROV application form with the additional documents, in particular the success of the MCQ with the DDPP or the DDSCPP of your department of residence.

Transport authorization

Once your CAPTAV is in your pocket, you will need to apply for a Type I Transport Authorization : transport limited to 8 hours, or type II : no time limit. 

The request is in the form of a file to be produced and which makes it possible to assess not only the qualifications of the applicant but also the provisions of his vehicle.

The authorization is valid for a period of 5 years. Consider renewing it.

Export

When leaving French territory, other regulations apply and may vary from one country to another. For example, Italy requires a Coggins test (infectious anemia), Switzerland has an annual quota for the entry of horses into its territory, etc.

What is common to all European countries is the Certificate for intra-EU movement, also called Traces and issued by the DDCSPP of your department. 

To obtain this document, you must create an account on the European platform:  webgate.ec.europa.eu/tracesnt and follow the instructions to complete the online form. 

This certificate must be signed by a veterinarian 48 hours before the departure of the horse, it guarantees in particular its good health and the absence of infectious disease.
